feat(chat): retrieve top-k passages through the Librarian seams (#1075) - #1161

Implements OWASP#962. OpenCRE Chat grounded every answer on the single nearest Standard embedding (argmax-1 in PromptHandler.generate_text). This makes /rest/v1/completion retrieve top-k passages over two lanes, Standards and CREs, apply a break-off rule, and send numbered passages to the model. - pgvector_utils.top_k_similar_ids_sql: LIMIT :k sibling of the top-1 query - db.find_top_k_similar_embedding_ids: same contract as the top-1 method (rank-ordered, thresholded, [] on transient error, SystemExit on SQLite) - candidate_retriever.top_k_cosine: ranking primitive shared by Module C's in-memory retriever and Chat; Module C behaviour unchanged - prompt_client/chat_retrieval.py: ChatRetriever. Standards lane (node_id, k=8) + CRE lane (cre_id, k=4); break-off score >= max(floor, best - delta) with the existing CHATBOT_SIMILARITY_THRESHOLD and a new CHATBOT_BREAKOFF_DELTA (0.08); one passage per document until OWASP#1076; cap CHATBOT_TOPK_PROMPT (5); per-passage char budget; rerank_fn hook (identity) - generate_text: table lists every passage (todict + embeddingsUrl, rank, score); accurate=True only when a passage cleared the floor; below floor the query_llm fallback is unchanged - chat_prompt.j2: passages numbered [n] with source; cite by number - tests/chat_topk_test.py: stub retriever -> multiple table rows and a multi-passage prompt; below-threshold not accurate; break-off rule; SQLite lane ordering across pages; SQL/DB validation and degradation No torch or sentence-transformers added; pgvector top-k only on the slug.
Summary by CodeRabbit
WalkthroughChat generation retrieves ranked Standard and CRE passages through pgvector or in-memory cosine ranking. It filters, deduplicates, and formats passages for the prompt. When retrieval returns no passages, it uses the direct-LLM fallback. ChangesTop-K chat retrieval

self.session before returning no matches so later queries can use the session;
apply the same fix in find_most_similar_embedding_id. Preserve the existing
behavior of logging the failure and returning an empty result.

- Around line 1261-1285: Update ChatRetriever’s passage budgeting so the
complete output of render_passages, including titles, URLs, numbering, and
separators, stays within 8,000 characters while respecting the configured
character budget. Remove the [:8000] truncation from the handler so it does not
cut off evidence after retrieval or leave displayed passages unsupported by the
model input.

…ssage block Review follow-ups on OWASP#1161: - db: a failed pgvector statement leaves the Postgres transaction aborted, so the second retrieval lane and every later query on the shared session would fail. Both similarity handlers now roll back (best effort) before degrading to "no match". Same fix applied to the existing top-1 handler. - chat_retrieval: the character budget now covers the rendered block (passage headers, URLs, numbering, separators), not only passage content, and the handler no longer truncates the rendered block a second time. What the model sees is exactly what the references table advertises. - tests for both.

Cut each lane at its own break-off and put Standards first, so a CRE that is only a name can no longer evict a real Standard. A CRE now contributes its description, not its embedding dump, and a result of name-only CREs counts as no result. The Standards lane over-fetches so one document filling the top-k cannot hide the next one, which was the OWASP#962 case. Short passages hand unused budget to long ones. The prompt's '&' marker is now read: it is stripped and the answer stops claiming accuracy. CRE reference cards link to /cre/<id> and cards show the [n] number the answer cites. Docs and .env.example list the new behaviour and settings.
A bare '&' also ends real answers, such as a shell command, which lost the character and their references. The docs now say over-fetch has a limit and a budget below the headers is overrun. Card separator matches the others.
Implements #1075 (part of #962).
What
OpenCRE Chat grounded every answer on one Standard embedding (
argmax-1inPromptHandler.generate_text), so Rob's SAMM example in #962 came back from the Cheat Sheets alone. This PR makes/rest/v1/completionretrieve top-k passages over two lanes, Standards and CREs, apply a break-off rule, and send numbered passages to the model. The references UI already loops overdata.table, so several cards render; the only frontend change is CRE cards and the[n]number on each card (see the update below). How
