Add POST /rest/v1/link/suggest: the Librarian's shortlist as an API - #1171
Given a CRE Standard document, return the CREs most likely to be its link targets, ranked. This is C.1 of the Librarian exposed directly: a standard author or maintainer can ask "where does this section belong?" without running the OIE pipeline, and without a second similarity stack growing beside the one that is evaluated and gated in CI (the maintainer decision on #965: do not build a parallel mapping path). The same service is what #965's run_mapping will call.
What this ships
piece
file
what it does
Endpoint
application/web/web_main.py
POST /rest/v1/link/suggest, body = a CRE Standard JSON, optional top_k (query or body, 1 to 20, default 5). Response: JSON array of {doctype, id, name, tags, score}, best first. Same login_required and rate-limit handling as /rest/v1/completion, since both call the paid embedding API; 503 when ML deps are missing, the pgvector guard refuses, or there are no CRE embeddings
Service
application/utils/librarian/link_suggest.py
standard_query_text (section, subsection, description; name and ids are provenance and are not embedded), clamp_top_k, suggest_links, _resolve_cre
Factory
application/utils/librarian/factory.py
build_retriever_for split out of build_components: the endpoint and the pipeline build C.1 from one place. The pgvector backend now gets the session rather than session.connection()
Results always carry the public CRE id. The embeddings table keys CRE vectors by the CRE row's internal UUID, so both retriever backends return UUIDs. Each candidate is resolved through the graph with one lookup chosen by the id's shape, and the response shows 287-251. The exception is a stale embedding for a CRE the graph no longer has: it is returned with its raw id, an empty name and no tags rather than silently dropped, so drift stays visible. The local cache has none of these (0 of 428).
top_k is whole numbers only.int() would truncate 2.5 to 2 and read True as 1; a mistyped limit is refused with a 400, not reinterpreted.
Tests
34 hermetic tests (in-memory SQLite, no key, no model): query-text construction and its refusals, top_k parsing, the service against a stub retriever and a real in-memory graph (including a UUID-keyed candidate resolving to 287-251 with the graph's name and tags), and the real Flask route with only the builder seam patched: 200 shape, top_k from the query string, 400 on non-object bodies / no text / bad top_k, 503 when ML deps or litellm are missing, any other RuntimeError through the same generic 500 body with no exception text, provider errors mapped to their status code, and a database failure while resolving candidates reported as a 500 rather than a 200 carrying raw UUIDs (a malformed id is a miss, never an error). Also: the route returns 401 without login, the pgvector guard is a 503 instead of escaping the worker, an empty pool is a 503, and a top_k too long for int() is a 400. Factory test pins that pgvector gets the session. Existing factory tests unchanged and green; librarian and reviewer suites green.
Verification against real data
Verified against the real CRE pool in a local standards_cache.sqlite (428 CRE vectors) with a stored vector as the query, because the only embedding key available locally is invalid (401 from the provider). The issue's own example, ASVS V2.9.2 "challenge nonce", returns:
287-251 Use a unique challenge nonce of sufficient size
585-408 Challenge nonce cryptography
082-530 Use unique random salt with sufficient entropy for each credential
The paid-API call path is PromptHandler.get_text_embeddings, unchanged and shared with chat, so a valid key exercises the same code the tests and this check exercise.
Any change to pipeline id handling. The internal-UUID keying of the embeddings pool is pre-existing and handled here per result; whether the live pipeline's envelopes should also carry external ids is a question for its own issue.
Note for reviewers
application/tests/librarian/dataset_test.py::TestDatasetDeterminism::test_build_check_matches_committed_dataset fails on current main with or without this PR; not touched here.
The Librarian Regression Gate currently fails on setup, before any code runs: The version '3.12.3' with architecture 'x64' was not found for Ubuntu 26.04. ubuntu-latest has started handing out 26.04 runners, and the workflow pins Python 3.12.3. It is not caused by this PR.
Update after review (2026-11-05)
The pgvector guards raise SystemExit on purpose for the CLI. except Exception does not catch it, so with CRE_LIBRARIAN_RETRIEVER_BACKEND=pgvector on a database without pgvector, every request escaped the route. It is a 503 now, as is an empty CRE pool (EmptyPoolError).
top_k of 5000 digits passed the ASCII check and then hit int()'s digit limit, giving a 500. The pattern is bounded to 9 digits, so it is a 400.
FixesOWASP#275.
Given a CRE Standard document, return the CREs most likely to be its link
targets, ranked. This is C.1 of the Librarian exposed directly, so a standard
author can ask "where does this section belong?" without running the OIE
pipeline, and without a second similarity stack growing beside the one that is
evaluated and gated in CI (the maintainer decision on OWASP#965).
Retrieval only, deliberately: C.2 and C.3 need a torch cross-encoder, which the
web process must not load (the same constraint OWASP#1161 respects). The score is
the retriever's cosine similarity, named as such. Automated mapping with a
confidence threshold stays with the worker-side mapping job.
factory.build_retriever_for is split out of build_components with no change
in behaviour, so the endpoint and the pipeline construct C.1 from one place.
Results always carry the public CRE id. The embeddings table keys vectors by
the CRE row's internal UUID, so both retriever backends return UUIDs; each
candidate is resolved through the graph (internal id first, external second)
and a stale embedding for a CRE the graph no longer has is returned with the
retriever's label rather than silently dropped.
top_k is 1 to 20, default 5, whole numbers only: int() would truncate 2.5 to
2 and read True as 1, and a mistyped limit should be refused, not reinterpreted.
Same auth and the same unavailable/rate-limit mapping as /rest/v1/completion,
since both call the paid embedding API.
26 hermetic tests: the service with a stub retriever against an in-memory
graph (including a UUID-keyed candidate resolving to "287-251"), and the real
Flask route with only the builder seam patched. Verified against the real CRE
pool in a local cache with a stored vector as the query: the issue's own ASVS
V2.9.2 example returns 287-251 first, then 585-408 Challenge nonce
cryptography. The paid-API call path is PromptHandler.get_text_embeddings,
unchanged and shared with chat.
Added an authenticated endpoint for suggesting related CRE links from a Standard document.
Suggestions include candidate names, identifiers, tags, and relevance scores when available.
Control the number of suggestions with top_k, which defaults to five and is capped at 20.
Invalid requests receive an appropriate error response. Temporary service or provider issues are reported without exposing internal error details.
Walkthrough
The change adds a utility to validate Standard documents and rank CRE link candidates. It adds an authenticated POST /rest/v1/link/suggest endpoint and tests for the utility, retriever construction, and route responses.

Summary
Standard input and candidate suggestions application/utils/librarian/link_suggest.py, application/tests/librarian/link_suggest_test.py
The utility builds retrieval text from Standard fields, validates top_k, retrieves candidates, and adds available CRE details. Tests cover input validation, ranking, and result mapping.
Retriever construction and component wiring application/utils/librarian/factory.py, application/tests/librarian/factory_test.py
The factory exposes retriever construction with CRE embeddings and passes the database session to the pgvector retriever. build_components uses the new helper. A test checks the session argument.
Authenticated endpoint and route responses application/web/web_main.py, application/tests/librarian/link_suggest_test.py
The endpoint delegates ranking and maps input, dependency, rate-limit, and provider errors to HTTP responses. Tests cover authentication, results, and error handling.

Full details: Linked Issues check
Explanation
Issue #275 requires an endpoint that accepts a CRE Standard JSON body at POST /rest/v1/link/suggest and returns a JSON array of suitable CREs with IDs, names, and tags. The PR adds that route in application/web/web_main.py. The service in application/utils/librarian/link_suggest.py builds query text from section, subsection, and description, ranks retriever candidates, and resolves each candidate to its public CRE ID (for example 287-251), name, and tags. The route validates a JSON object body and returns 400 for invalid input. Tests cover query construction, top_k parsing, candidate resolution, and route status codes. The added score field and the optional top_k parameter extend the issue example and do not conflict with it. The review-fix commits (503 for pgvector SystemExit and empty pool, 400 for oversized top_k, login-required test) strengthen the route without changing its required shape. The issue has no non-coding requirements. Evidence: whole-PR summary, prior assessment, and the factory diff. The 31 tests were not executed in this review; the PASS relies on the code and tests as described.
Full details: Description check
Explanation
The pull request description is specific and related to the changeset. It states the purpose (a ranked CRE link-suggestion endpoint, POST /rest/v1/link/suggest), names the files changed (web_main.py, link_suggest.py, factory.py, link_suggest_test.py), explains the design choices (retrieval only, public CRE id resolution, whole-number top_k validation), and reports the test and real-data verification. It also records review-driven fixes (SystemExit handling, top_k digit bound, session passing in build_retriever_for). The description matches the raw summary of changes and the PR objectives.
Full details: Out of Scope Changes check
Explanation
The new route, the link_suggest service, the build_retriever_for extraction, and their tests all implement #275. One change does not connect to #275. In application/utils/librarian/factory.py, build_retriever_for now passes database.session to the pgvector retriever where it previously passed database.session.connection(). The code comment and commit message tie this change to mapping-job commits after each section. The mapping job is #965 and its follow-up #1172, which the PR description lists as not in scope. The PR description also states that the factory change has no change in behaviour, but this change alters how the existing build_components pipeline handles its pgvector connection. The factory test in application/tests/librarian/factory_test.py was changed to assert the session argument, which locks in that behaviour. The endpoint does not need this change: it does not commit, and the other factory changes are a pure extraction. No linked-issue requirement needs this behaviour change.
Resolution
Remove the session-for-connection change from build_retriever_for in application/utils/librarian/factory.py and restore database.session.connection() for the pgvector backend. Update the factory test that asserts the session argument so it matches the restored call. Correct the PR description statement about no behaviour change. Move the session change, with its own test, to the mapping-job PR (#965 or #1172), where per-section commits need it. Alternatively, show with a focused test that the /rest/v1/link/suggest path requires the session form and document that dependency in the PR.

…r candidate
Addresses the review on OWASP#1171.
The catch-all returned str(e) to the client. suggest_links runs database
lookups, config loading and pgvector guards, whose exceptions can carry SQL
text, paths and config values; CodeQL flagged it as information exposure.
The full exception now goes to the server log and the client gets the status
code with a generic message. The completion route has the same pattern; it is
not copied here.
top_k string parsing used an isdigit-style pre-check that accepted inputs
int() rejects ("--3", a superscript digit), so those surfaced as a 500 from
the catch-all instead of a 400. int() is now the parser and its failure is
converted; two tests cover the two inputs at both the service and the route.
_resolve_cre did an internal-id lookup and then an external-id lookup per
candidate, and get_CREs warns on each miss, so one stale embedding warned
twice on every request. The lookup is now chosen once by the id's shape
(public ids are "ddd-ddd", the pattern cre_defs.CRE enforces).
int() also accepts "2_0"; a top_k is not a place for underscore literals.
The string form is now matched before parsing, so "--3", a superscript
digit and "2_0" are all a 400.
…okups
Review fixes on the suggest endpoint.
- The route no longer has a dedicated RuntimeError clause. It re-raised any
RuntimeError whose message did not mention litellm, and a sibling except
cannot catch a re-raise from the same try, so a retriever or database
RuntimeError skipped the rate-limit check, the status mapping, the generic
client body and the server-side log, and the client got Flask's default
500 page. The litellm check now sits at the top of the generic handler;
everything else follows the same path as any other failure.
- _resolve_cre logs a CRE lookup that raises, with the candidate id and the
traceback, before returning the candidate unresolved. A lookup that raises
is not a stale embedding, and the log now says which.
- Two tests: a non-litellm RuntimeError yields the generic 500 body with no
exception text; a raising lookup is logged with the candidate id.

Skip internal IDs only for ordinary empty lookups.
_resolve_cre currently returns None for both an empty result and a lookup exception. suggest_links then falls back to cand.cre_id, so an empty lookup for an internal UUID can return that UUID in the successful response. Report the empty-result state separately, then skip only that state for non-public IDs. Keep the exception path separate for the propagated-error fix.

…idate
_resolve_cre no longer catches exceptions from get_CREs. The lookup is
chosen by id shape and is a plain equality filter either way, so a
malformed id simply misses and returns None; it never raises. An exception
therefore means the database failed, and swallowing it returned a 200 whose
candidates carried raw internal UUIDs. It now reaches the route's single
error path: logged server-side with the traceback, generic body to the
client.
Tests: a raising lookup propagates; malformed and empty ids are misses; a
database failure during resolution is a 500 with the generic body and no
exception text.
The pgvector guards raise SystemExit, which got past the route and would kill
the worker, so it is now a 503, as is an empty CRE pool. A top_k too long for
int() is a 400. Adds a test that the route needs login.
build_retriever_for passes the session instead of session.connection(),
because the connection closes on the next commit and the mapping job commits
per section.
