fix(librarian): do not auto-link single-candidate shortlists - #1206
C.3's confidence is the top-1 mass of softmax(logits / T). Over a single candidate that is exactly 1.0 whatever the logit, so a one-candidate shortlist auto-linked at any τ, however poor the match.
Change
New shortlist_confidence(scaler, logits) in pipeline.py. A shortlist with fewer than 2 candidates gets confidence 0.0 and goes to review as BELOW_THRESHOLD. An empty shortlist is still NO_CANDIDATES, because decide() checks the candidate list first.
scripts/evaluate_librarian.py's C.4 report uses the same helper, so the eval agrees with the pipeline.
decide(), the RFC schemas and the explicit-link path are unchanged.
Tests:
The pipeline and safety-guard fixtures that used a one-candidate "confident" row now have a second, lower-scored candidate, so they still test what they meant to.
There are two new regression tests: one with the stub scaler, and one with the real TemperatureScaler. Both fail without the fix.
mypy --strict on pipeline.py reports nothing new. The one error it shows, in emitter.py:60, is already on main.
If you'd rather have a dedicated reason code (which means amending the RFC review-item.json enum), I'm happy to switch to that. The options are in #1205.
AI-assisted (Claude Code); I reviewed and tested the change.
C.3's confidence is the top-1 mass of softmax(logits / T), which is 1.0
by construction over a single logit, so a lone candidate cleared any
threshold however poor the match. Route shortlists with fewer than two
candidates to review (BELOW_THRESHOLD) through a shortlist_confidence
helper shared by the pipeline and the C.4 evaluate report. decide(),
the RFC schemas and the explicit-link path are unchanged.
FixesOWASP#1205
Shortlists containing only one candidate are now treated as below the confidence threshold, even when the candidate’s score is high. The system will not provide a link based on a single candidate, including when the configured threshold is zero.
Adversarial flags continue to take precedence and produce an adversarial review.
Evaluation
Confidence reporting follows the same rule, and calibration excludes single-candidate shortlists.
Walkthrough
The Librarian pipeline and evaluation report now use decide_shortlist for shortlist decisions. Shortlists with fewer than two candidates receive zero confidence and cannot be auto-linked. Evaluation calibration skips rows with fewer than two candidates.

Summary
Pipeline decision rule and tests application/utils/librarian/pipeline.py, application/tests/librarian/pipeline_test.py, application/tests/librarian/safety_guard_test.py
decide_shortlist assigns zero confidence to a shortlist with fewer than two logits and converts a resulting linked decision to review. LibrarianPipeline.run uses the helper. Tests cover single-candidate decisions and adversarial flag precedence.
Evaluation calibration and decision reporting scripts/evaluate_librarian.py, application/tests/librarian/evaluate_harness_test.py
Calibration skips rows with fewer than two candidates, and the decision report uses decide_shortlist. Tests verify the calibration set excludes single-candidate rows.
OWASP/OpenCRE#1166: This change adds another reason for calibration_set() to skip rows but does not count or report the skipped rows, which is the visibility objective described in the issue.

Explanation
The title names the main change: one-candidate shortlists are no longer auto-linked. It uses the librarian scope and the conventional fix() prefix. The changeset matches it: a new decide_shortlist helper sends one-candidate shortlists to review as below_threshold, and the regression tests cover this.

The description states the root cause (top-1 softmax mass over one candidate is always 1.0), the fix (a shortlist with fewer than two candidates gets confidence 0.0 and goes to review), the C.4 report change, the fixture updates, the new regression tests, and the testing performed. It matches the changeset closely.
Full details: Linked Issues check
Explanation
Issue #1205 requires that a shortlist with fewer than two candidates get confidence 0.0 and go to review as BELOW_THRESHOLD. An empty shortlist must stay NO_CANDIDATES. The change must apply to the pipeline and the C.4 report. Pipeline behavior: decide_shortlist in application/utils/librarian/pipeline.py sets confidence to 0.0 when len(logits) < 2. It runs decide() first, so an empty shortlist still returns NO_CANDIDATES. When decide() returns linked for a shortlist with fewer than two logits, the helper returns review with ReasonCode.below_threshold. This also holds at threshold 0.0. LibrarianPipeline.run calls this helper. C.4 report: report_decision_accuracy in scripts/evaluate_librarian.py calls the same helper. decide() is unchanged, and the diff shows no RFC schema change. Tests: pipeline_test.py adds a stub-scaler test, a real TemperatureScaler test, a zero-threshold test, and a safety-precedence test. The TOP fixture gets a second candidate. The harness fixtures are updated as well. Note: the current PR description still names shortlist_confidence and does not mention decide_shortlist. The code at head uses decide_shortlist. This mismatch does not change the requirement result. The issue's explicit-link path is not in decide(). The diff does not touch it, so it remains unchanged. Test results were not re-run in this review. The assessment relies on the diff and the test diff.
Full details: Out of Scope Changes check
Explanation
All changed code relates to issue #1205. pipeline.py adds the shortlist decision helper and uses it in run. It also imports DecisionResult, Decision, and ReasonCode, which the helper needs. scripts/evaluate_librarian.py changes the C.4 report to use the same helper, as the issue requires. calibration_set now skips shortlists with fewer than two candidates. This change is not named in the issue text. It is still connected to the defect. Those one-candidate rows always give confidence 1.0, so they would bias temperature fitting and ECE. The existing degenerate-set check still applies. The test files update the one-candidate fixtures and add regression tests for this issue. The only other change is a formatting edit to the safety_guard argument in LibrarianPipeline.__init__, which adds a trailing comma. This is minor and does not change behavior. No changes were found to decide(), RFC schemas, or the explicit-link path.

Exclude single-candidate shortlists from the C.3 calibration set.
calibration_set() still includes rows with one reranked candidate. report_calibration() fits T on those rows and computes ECE from them with confidence 1.0. C.4 now maps the same rows to 0.0 through shortlist_confidence(). With only singleton rows, ECE reduces to the gap between accuracy and 1.0, so the gate can pass with misleading ECE.
Skip shortlists with fewer than two reranked scores. The existing degenerate-set check then fails the gate when too few rows remain.

Address review on OWASP#1206:
- A 0.0 confidence still clears a threshold of 0, so the lone-candidate
rule now lives in decide_shortlist(), which runs decide() first (empty
shortlists and safety flags keep their precedence) and then refuses to
link a one-candidate shortlist at any threshold. The C.4 report uses
the same helper.
- calibration_set() skips shortlists with fewer than two scored
candidates: their softmax is 1.0 whatever T is, so they distorted the
temperature fit and ECE while C.4 never links them.
Thanks, both findings were valid. I've addressed them in f98be95:
τ = 0:shortlist_confidence is now decide_shortlist(). It runs decide() first, so empty shortlists (NO_CANDIDATES) and the safety flags keep their precedence. It then refuses to link a one-candidate shortlist at any threshold. The C.4 report uses the same helper. The new tests cover τ = 0 and adversarial-flag precedence on a lone candidate.
C.3 calibration set:calibration_set() now skips shortlists with fewer than two scored candidates, so they no longer enter the temperature fit or the ECE. With those rows gone, the existing degenerate-set check still fails the gate correctly. The harness fixtures that used one-candidate shortlists now have a second candidate.
I haven't acted on the docstring-coverage check. The new non-test helpers have docstrings, and the existing test methods in these files don't, so I've followed the files' existing style.
Full suite: 1102 tests OK (6 skipped); black --check is clean.
