fix(db): copy hyperlinks into Neo4j so map analysis returns them - #1212
Map analysis builds its results from the Neo4j nodes, and the import never copied the hyperlink into them. Standard nodes were created without one, and Code and Tool nodes got an empty string. This copies the SQL link into the Neo4j node on create and update, for all three types.
On opencre.org today, the standard endpoint for OWASP Top 10 2021 returns hyperlinks, but map analysis between Top 10 2021 and NIST 800-53 v5 returns "hyperlink": null for the same sections.
Standard and Tool ids include the hyperlink, so map analysis keys will now contain URLs, often with a #. The gap analysis page sent those keys unencoded, which would cut the weak-links request short, so it now URL-encodes them.
On Abhijeet's question in March: parse_links=False only skips links between nodes. The hyperlink is copied either way.
Existing data won't change until Neo4j is repopulated and the cached gap analysis results are refreshed.
The two new tests fail without the change. I couldn't run a populated Neo4j locally, so they save through a mock and read the node back the way map analysis does. The full suite passes apart from the spreadsheet duplicate-headers test, which fails on main too.
Standard, Code, and Tool records now retain their links in the database, keeping hyperlinks in sync with their associated records.
Gap Analysis requests now handle special characters in standard values and keys, and send empty values consistently.
Walkthrough
Neo4j node creation and updates now copy links from Standard, Code, and Tool nodes to the hyperlink field. GapAnalysis requests now URL-encode standard values, and the weak-links request also encodes its key.
Creation and update paths set Neo4j hyperlink values from node links for Standard, Code, and Tool nodes. Tests cover both paths. A falsey link becomes an empty string.
The map-analysis and weak-links requests URL-encode standard values and use empty strings for falsy values. The weak-links request also URL-encodes its key.
OWASP/OpenCRE#952: Its refresh script changes node.link in SQLite, which can leave Neo4j hyperlinks out of sync with those links.
Merge Risk: Low · up to e9349
New hyperlinks only appear after Neo4j is repopulated and the cached gap analysis results are refreshed. Plan that operational step alongside the merge. The code change itself is straightforward.

Provide a refresh procedure for existing graph and cache data.
The release command does not refresh Neo4j or the gap-analysis cache. The existing backfill skips material non-OpenCRE cache entries, so map analysis can continue to return empty hyperlinks.
Repopulate the affected Neo4j nodes and recompute the affected cache entries locally. Then publish the refreshed cache to production.

That's deploy work for the maintainers rather than part of this change. The description notes that existing data needs Neo4j repopulated and the gap analysis cache refreshed before the hyperlinks show up.

@ShaanGS Understood. Maintainers can handle the refresh during deployment, and the PR description already notes the prerequisite.
Would you like a follow-up issue to track the refresh?
