Provide a refresh procedure for existing graph and cache data.

The release command does not refresh Neo4j or the gap-analysis cache. The existing backfill skips material non-OpenCRE cache entries, so map analysis can continue to return empty hyperlinks.

Repopulate the affected Neo4j nodes and recompute the affected cache entries locally. Then publish the refreshed cache to production.

only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.

Review comment at @application/database/db.py at line 1097:
Update the refresh procedure around the existing.hyperlink assignment to
repopulate affected Neo4j nodes and recompute affected gap-analysis cache
entries locally, including non-OpenCRE entries skipped by the existing backfill;
then publish the refreshed cache to production. Preserve the current release
flow and use the established refresh mechanisms rather than inventing new ones.

After applying the fix, consider running `coderabbit review --agent` for local
review. Visit https://docs.coderabbit.ai/cli?utm_source=ghpr

That's deploy work for the maintainers rather than part of this change. The description notes that existing data needs Neo4j repopulated and the gap analysis cache refreshed before the hyperlinks show up.

@ShaanGS Understood. Maintainers can handle the refresh during deployment, and the PR description already notes the prerequisite.

Would you like a follow-up issue to track the refresh?

# OpenCRE Agent Instructions

## Quick start

5. **Production gap analysis** — On Heroku/opencreorg, gap analysis is cache-only: serve precomputed rows from Postgres; do not compute GA on production (cache miss → 404).
