Summary

Related: #4150, #4218, #4224

The Publish to npm job keeps failing, and the safety-net step added to recover from it has never recovered a release on master. This fixes the safety net so a transient npm failure no longer ends in a red job.

What was going wrong (three layers)

  1. Trigger (not fixable here): some packages fail mid-publish with a Sigstore TLOG_CREATE_ENTRY_ERROR (409) (seen in 7 of 9 failed runs since 15 Oct), or once a GitHub OIDC 504 that npm reports as E404. Lerna carries on and exits non-zero. Provenance stays on.

  2. The registry lags its own publishes. A publish is accepted immediately, but every read path (npm view, the per-version endpoint, lerna's own lookup) can still say "missing" for 1 to 13 minutes. Measured on 29 Oct from tarball Last-Modified against lerna's success published lines:

    Package Lerna said published Visible on npm Lag
    styling 16:36:32 16:37:54 1.4 min
    react 16:36:41 16:42:59 6.3 min
    preview-react 16:37:01 16:46:21 9.3 min
    mcp (earlier run) 15:21:31 15:34:06 12.6 min

    The write path is authoritative: the registry answered "already published" for preview-react 8.5 minutes before it was readable.

  3. The safety net trusted those reads and mishandled failures:

    • A failed lerna publish leaves every package.json modified (gitHead, resolved deps) because lerna only resets them after a fully successful publish. lerna publish from-package then refuses to run with EUNCOMMIT (confirmed in the lerna 9.0.1 source). Hidden until fix: Remove generated package.json files after packing #4224 by the Nx duplicate-project error.
    • The retry loop used registry reads to decide what was "still missing". Run 40912333768 published all 6 remaining packages in attempt 1 and exited 0. The script was then told all 12 were still missing, retried, re-published styling (already on npm), hit a Rekor 409, and died with EUNCOMMIT. The release was complete after attempt 1.

What changed

  • utils/publish-packages.mjs
    • Decides what to publish once, at the start, from registry reads.
    • restoreLernaManifests(): before every lerna attempt, git checkout -- on modified package.json files. The release commit is already in HEAD, so this only discards lerna's temporary edits. Other dirty files are left alone so lerna still reports them.
    • parseConfirmedPackages(): records which packages lerna confirmed (success published or Package is already published) and never un-confirms them. Succeeds when lerna exits 0 or every package is confirmed; retries only the rest.
    • Treats a 5xx from GitHub's OIDC token endpoint as transient.
    • The main guard now compares real paths. It used to compare process.argv[1] with the already-resolved import.meta.url, so running the script through a symlinked path silently did nothing and exited 0.
  • utils/spec/publish-packages.spec.ts: 12 tests. The manifest restore runs in a real temp git repo. The retry logic runs the whole script against a fake yarn/npm, replaying the real sequences (stale reads after a full publish; a 409 that leaves manifests dirty; a failed re-publish of an already-published package; an OIDC 504; permanent errors fail fast; attempts are capped). I confirmed against the previous loop that 5 of the scenarios fail there.
  • parsePublishedPackageLines stays exported. utils/publish-canary.mjs imports it, so removing it would have broken every canary publish at load time. A spec now fails whenever publish-canary.mjs imports a name that publish-packages.mjs does not export.

No workflow, tsconfig, or other shared config files are touched.

Release Note

Fixes the release safety-net step so a partial or failed npm publish is recovered correctly. No change to published packages.

Checklist

Where Should the Reviewer Start?

utils/publish-packages.mjs (parseConfirmedPackages and the loop in publishFromPackage), then the scenarios in utils/spec/publish-packages.spec.ts, which replay the real failed runs (40899439848, 40912333768, 40349815957).

Areas for Feedback? (optional)

  • Code

  • Documentation

  • Testing

  • Codemods

  • Is "lerna exit 0, or every package confirmed" the right success rule? Exit 0 means lerna published or saw on npm everything it believed was missing. A non-zero exit with every package confirmed is a failed re-publish of a package that is already there.

  • Is resetting package.json files safe in every flow that calls this script? In the release flow the bump is committed before the build and publish, so HEAD has the right versions. complete-unpublished.yml starts from a clean checkout, so it is a no-op there. Please sanity-check the support flow.

Testing Manually

  • yarn vitest run utils/spec and yarn typecheck:specs pass locally (22 tests).
  • Not verified end-to-end: this has not run in CI against a real Sigstore 409. I did not run lerna publish locally because it would publish. The next release that hits a 409 is the real test: Publish remaining packages should go green and all 13 packages should appear on npm (allow ~15 minutes for reads to catch up). Please note the result on this PR.

Known gaps (not in this PR)

canvas-kit-actions/release@v2 publishes once. When that fails, this safety net publishes the rest and the job goes green, but the action's later steps (Publish Storybook and Update Chromatic Baseline) are skipped and never re-run. Verified skipped in run 40899439848. Fixing it needs a change in that repo and is deliberately not part of this PR.

utils/publish-canary.mjs has its own recovery path that also decides what is "missing" from registry reads right after a publish, so it can have the same stale-read problem. It is unchanged here and I have not seen it fail (all recent canary runs passed).

Summary by CodeRabbit

  • Chores
    • Package publishing now handles temporary service failures and incomplete publishing attempts more reliably.
  • Tests
    • Added coverage for publishing retries, already-published packages, and recovery from modified package manifests.

A failed `lerna publish` leaves every `package.json` modified (`gitHead` and resolved dependency
specifiers) because lerna only resets them after a fully successful publish. The release safety
net (`yarn publish:from-package`) then starts on that dirty tree, and
`lerna publish from-package` refuses to run with EUNCOMMIT, so it could never recover a release.

Reset modified `package.json` files before every lerna attempt in `utils/publish-packages.mjs`.
Add a spec that reproduces the dirty tree in a real temp git repo, and `RELEASE_FAILURES.md`, an
investigation log of the release failures seen so far.

Walkthrough

The publish recovery script now tracks package versions confirmed by Lerna, restores modified package manifests before retry attempts, and recognizes additional retryable failures. Tests cover publish outcomes, retries, and manifest restoration.

Full details: Title check

Explanation

The title "fix: Restore package.json manifests before release recovery publish" matches the main change. The PR makes the release safety-net script restore modified package.json files from Git before each Lerna publish attempt, which the raw summary confirms through restoreLernaManifests running before each retry. The title is short, specific, and in the conventional fix: format. It omits the other changes (retry only unconfirmed packages, OIDC 5xx as transient, and real-path main guard), but the title does not need to cover every detail.

Explanation

Docstring coverage is 85.71% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. ⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Isolate Git commands from inherited repository variables.

If GIT_DIR or GIT_WORK_TREE points to another repository, cwd does not reliably select the intended repository. The diff and subsequent checkout can then inspect or alter that other worktree. Remove Git repository-location variables from both child-process environments. Apply the same isolation to Git calls in utils/spec/publish-packages.spec.ts, which target temporary repositories. (git-scm.com) Based on learnings, Git subprocesses that target a selected cwd must clear inherited Git repository-location variables, including in temporary-repository tests.

`npm view name@version` reads the package-level document, which the registry CDN caches for
5 minutes (`cache-control: max-age=300`). Right after a publish it still reports the new version
as missing: in run 40909685326 the check listed packages as missing 54 s after lerna published them.
With the dirty-tree bug fixed, that would make the recovery loop retry until it throws "Exhausted"
even though everything is on npm.

Read the uncached per-version endpoint instead (200 = published, 404 = missing, anything else
throws). Log the 29 Oct manual re-run (which hit the same EUNCOMMIT) in RELEASE_FAILURES.md.

utils/publish-packages.mjs:342-351
🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win

Save a recoverable manifest diff before restoreLernaManifests() runs git checkout.

restoreLernaManifests() runs git checkout -- on every unstaged package.json. A local yarn publish:from-package run that starts with an unrelated manifest edit discards that edit. Git cannot recover it, because the edit was never committed. Write a patch of the manifest diff to the OS temp directory before the checkout, and log its path. Keep the restore itself unchanged. Do not reject dirty manifests on entry. Lerna-modified manifests are present at entry during same-checkout recovery and on retries, so rejection would block that path.

Suggested fix
   console.log(`Restoring ${manifests.length} package.json file(s) left modified by lerna publish.`);

+  const {stdout: patch} = await execFileAsync('git', ['diff', '--relative', '--', ...manifests], {cwd});
+  const backupDir = await mkdtemp(path.join(tmpdir(), 'manifest-backup-'));
+  const backupPath = path.join(backupDir, 'package.json.patch');
+  await writeFile(backupPath, patch);
+  console.log(`Saved manifest diff to ${backupPath}. Restore with: git apply ${backupPath}`);
+
   await execFileAsync('git', ['checkout', '--', ...manifests], {cwd});

Supporting import change, needed if the module does not already import these names. The inspected snippet does not show the import block:

import {mkdtemp, writeFile} from 'node:fs/promises';
import {tmpdir} from 'node:os';

Add a test that runs publishFromPackage and checks manifest restoration before the retry.

The new restoration tests call restoreLernaManifests directly. No test calls publishFromPackage. If the restoreLernaManifests() call is removed from publishFromPackage, or moved after the Lerna attempt, every listed spec still passes. The recovery workflows reach publishFromPackage through yarn publish:from-package, so this path runs in real releases.

A useful test would run publishFromPackage with a stubbed Lerna command that fails on the first attempt. It would then assert that the modified manifests are restored before the second attempt. The current code does restore before each attempt, so this is a coverage gap, not a current failure. I did not confirm whether the Lerna command is injectable, so I have no safe patch.

The npm registry accepts a publish immediately, but every read path (`npm view`, the per-version
endpoint, lerna's own lookup) lags by 1-13 minutes afterwards. Run 40912333768 published all 6
remaining packages in attempt 1, then the script asked the registry, was told all of them were still
missing, and retried. Attempt 3 re-published `styling`, which was already on npm, and failed on a
Rekor 409; attempt 4 died with EUNCOMMIT. The release was complete after attempt 1.

- Revert 102bb93: the per-version endpoint is not fresher than `npm view` right after a publish
  (it returned 404 for `preview-react` 9 minutes after it was published).
- Record which packages lerna confirmed (`success published` / `already published`) and never
  un-confirm them. Succeed when lerna exits 0 or every package is confirmed; retry only the rest.
- Retry when GitHub's OIDC token endpoint returns a 5xx (surfaced by npm as E404).
- Compare real paths in the main guard. `import.meta.url` is resolved, `process.argv[1]` is not, so
  a symlinked path silently skipped the script and exited 0.
- Rewrite RELEASE_FAILURES.md around the corrected model, with the measured lag and run history.
- Tests replay the real failure sequences against a fake yarn/npm.

Comment thread utils/publish-packages.mjs Resolved
`utils/publish-canary.mjs` imports `parsePublishedPackageLines` from `publish-packages.mjs`. The
previous commit removed that export, so every canary publish would have failed at load time with a
missing-export error before doing any work. Restore it unchanged and add a spec that fails whenever
`publish-canary.mjs` imports a name `publish-packages.mjs` does not export.

Also remove RELEASE_FAILURES.md from this change.

Replies to the two review-body findings that have no thread:

  • Save a patch before restoreLernaManifests() runs git checkout: not changing this. The script runs in release jobs on a fresh checkout, and lerna publish from-package refuses a dirty tree anyway, so the data-loss case needs someone to run it locally with an unrelated, uncommitted package.json edit. I'd rather not add temp-file writes to the release path for that.
  • Isolate git from GIT_DIR / GIT_WORK_TREE: not changing this. The review marks it unverified, and none of the places this script and its spec run (the release workflows, yarn vitest) set those variables.

Both are small to add if a maintainer wants them.
