Compare the staged tree with the proposal before creating a commit or pushing. Identical output leaves its commit and PR untouched and skips duplicate CI dispatch. Recover a missing PR only when an existing branch already has the exact intended tree; otherwise preserve the guard against replacing a branch without an open PR. Six real-Git publisher tests cover no-ops, genuine changes and lease races. Mirrors the workflow fix on the standard candidate; no generated API or upstream revisions change here.
