First PR in the stacked Flagship local-development series. Followed by #15329 and #15330.

Summary

  • Simulates Flagship bindings in Miniflare with persisted local app and flag state.
  • Supports typed values, targeting rules, deterministic rollouts, defaults, and evaluation details.
  • Exposes a typed local administration API for Wrangler and Local Explorer.
  • Leaves remotely configured bindings unchanged.

  • Tests included/updated
  • Automated tests not possible - manual testing has been completed as follows:

LGTM from a Miniflare boilerplate perspective.
I have not dug deeply into the logic of the flag evaluation.
