Pin the ARM64 action to the reviewed commit.

v3.2.1 is a mutable tag. If its owner retargets the tag, later CI runs can execute different action code without a workflow change. Pin this reference to the release’s full commit SHA, fa1f3e7de95534497266c7265950b5188355fbfb, and retain v3.2.1 in a comment. GitHub documents that tags can move. (docs.github.com)

Based on learnings: “reference third-party actions by pinning to a full commit SHA” rather than a mutable tag.

Review downstream ABI users and preserve metadata ownership.

otlp_metadata changes the size of struct cmt_metric. Since struct cmt_map embeds it, the offsets of all later fields also change. Review consumers that use older cmetrics headers before accepting this public layout change.

The processor also drops metadata during static-metric conversion. It zeroes map->metric without transferring or destroying otlp_metadata, and its custom metric destructor frees metrics without destroying that field.

Update metrics_map_convert_static_metric to transfer map->metric.otlp_metadata
to the converted metric before clearing the source, preserving single ownership.
Update map_metric_destroy to destroy metric->otlp_metadata, and ensure the
public struct cmt_metric layout change remains safe for downstream ABI users
with older headers.
