A workflow_dispatch input forwards one registered marker to every test job. A job with no marked file passes with an empty report, and an unregistered marker fails the job before selection.

Do not merge. Measures an OV-only CI run for #8609. This branch is #8609 plus one commit that:
ovmarker;isaaclab_ovtest through a folderconftest.py(apytest_itemcollectedhook), not per file;conftest.py;isaaclab_taskswithov;ci-marker: ov.Compared with #8609's full run and #8611's
kitlessrun. Closed once the timing is recorded on #8609.
