Summary

A Mistral 429 response can end a Codex turn when retryOn429 is not set. The user must send "continue".

  • Forward the supplied prompt_cache_key by default.
  • Retry a refused request up to six times. Use a ten-second delay when no server delay applies.
  • Share server delays for the same key and model. After a confirmed minute-budget refusal, wait and send one recovery probe.
  • Keep cancellation active during the wait. Start the response-header timeout when the request is sent.

For example, Mistral returns 429 with Retry-After: 12, then accepts the next request:

Before After
The turn ends at the first 429. The proxy waits at least 12 seconds, retries the same request, and completes the turn.

The retry keeps the same body and cache key. If the server delay exceeds the permitted wait, return the refusal with its delay.

This applies to the Mistral Chat endpoint at https://api.mistral.ai/v1. Explicit settings take priority.

Verification

Bun 1.4.3, Linux. Base: 2a10a2bc4 (dev).

  • bun scripts/test.ts tests/providers/mistral-recovery.test.ts tests/test-layout.test.ts tests/test-layout-tooling.test.ts: 81 passed.
  • bun run typecheck, bun run privacy:scan, and git diff --cached --check: passed.
  • cd docs-site && bun install --frozen-lockfile && bun run build: passed on the identical source tree; 577 pages and 81,423 links.
  • bun scripts/test.ts --changed=dev: 42,693 passed, 113 skipped, 29 failed on the identical source tree. All failure names match the unchanged upstream baseline.
  • Additional native tests used stock Codex and a local fake upstream. A controlled 35-second refusal recovered within the same turn. Native-compaction retry, cancellation, and the retry limit also passed.

Used focused and import-graph checks to limit local resource use. Full-suite and cross-platform checks remain pending. Keep this PR in draft until validation and review are complete.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

Review readiness checklist

This PR stays in draft until every box below is ticked. Tick all four boxes once the requirements are met:

  • Required local validation passed; commands, results, and any full-suite exception are documented.

  • I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).

  • I resolved all correct Codex and CodeRabbit findings.

  • My PR is ready for review.

Summary by CodeRabbit

  • New Features
    • Canonical Mistral Chat retries eligible rate-limit errors up to six times on the same key, using 10-second intervals within the request-wide retry allowance. Explicit retry settings take precedence, and retries can be disabled.
    • Mistral shares retry deadlines by credential and model. Qualifying rate-limit responses without a retry time trigger a conservative 60-second recovery wait followed by one recovery check.
    • Prompt-cache-key forwarding is enabled by default for Mistral and can be disabled explicitly.
  • Documentation
    • Clarified retry defaults, recovery behavior, and configuration precedence. Retry times exceeding the configured maximum are returned with the rate-limit response rather than replayed early.

* Forward supplied prompt-cache keys and enable bounded Mistral retries.
* Share recovery waits and preserve cancellation and server delay hints.

📝 Walkthrough

This change adds canonical Mistral Chat retry defaults and prompt-cache-key forwarding. It introduces shared pacing and recovery probes for qualifying 429 responses, preserves long Retry-After hints on non-replayable responses, and adds tests and documentation for these behaviors.

Changes: Canonical Mistral Chat recovery

Layer / File(s) Summary
Retry defaults and provider wiring
src/providers/key-failover.ts, src/providers/registry/entries-extended.ts, src/providers/xai-transport.ts, tests/providers/mistral-recovery.test.ts, docs-site/src/content/docs/*/guides/providers.md, docs-site/src/content/docs/*/reference/configuration/providers.md
Canonical key-authenticated Mistral Chat receives a six-attempt retry policy with 10-second intervals. Explicit settings take precedence. The Mistral registry entry enables prompt-cache-key forwarding. Tests cover provider eligibility, policy overrides, forwarding, and opt-outs.
Shared pacing and recovery probes
src/providers/mistral-transport.ts, src/lib/provider-admission-wait.ts, src/server/responses/fetch-helpers.ts, tests/providers/mistral-recovery.test.ts, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json, tests/responses/responses-fetch-helpers-boundary.test.ts, structure/providers-and-adapters.md, structure/transports/*, docs-site/src/content/docs/guides/providers.md
The Mistral transport tracks Retry-After deadlines and qualifying minute-budget refusals by credential and model. It coordinates bounded admission waits and recovery probes. Tests and documentation cover recovery conditions, cancellation, pacing opt-outs, and response-header deadlines.
Retry-hint propagation and error responses
src/lib/upstream-retry.ts, src/server/responses/non-replayable-error.ts
Non-replayable responses retain associated Retry-After values when rewrapped or sanitized.

* Apply the recovery transport to custom-named Mistral destinations.
* Reuse the canonical URL check and cover the reported edge cases.
* Sync translated retry defaults and describe the recovery helpers.

Fixed in 7ca84e7ca. Retry policy and transport selection now share the same Mistral destination check. Custom-named Mistral providers receive recovery protection. Updated the translated retry defaults and recovery-function documentation.

Both runtime regression cases fail on the previous commit and pass with the correction. All 58 Mistral cases pass. The expanded focused run passes 515 checks. Type, structure, privacy, whitespace, and documentation checks pass.

The broader run has 42,698 passes, 113 skips, and 28 failures. All 28 failure names occur in the recorded upstream baseline. Full-suite and cross-platform checks remain unrun.

Fixed in 6899c6c. The configuration reference, provider guide, and architecture note now state that retryOn429.respectRetryAfter: false also disables Mistral shared pacing.

The documentation build passes: 577 pages and 81,460 internal links. Architecture and whitespace checks also pass.

Please verify the correction and resolve the addressed finding.

Hyphenate “patient-bounded.”

The changed line uses “patient bounded same-key 429 policy”. Use “patient-bounded same-key 429 policy” for the compound modifier.

Proposed wording
- patient bounded same-key 429 policy

Scoped review at 6899c6c1ca: the latest docs now state that respectRetryAfter:false also disables the shared 429 pacing behavior, matching the intended opt-out boundary. For the shared transport changes, retain bounded/abortable waits, per-credential/model pacing, original prompt-cache keys, no retry after committed output and no cross-provider regression (including the xAI reuse). The docs-build and focused-test counts are author receipts; the current rollup has no functional hosted CI execution. Holding approval for the exact-head transport evidence; no live retry/rate-limit experiment was performed.

Carried into dev via #7395 (squash 1cf98c0), with the requested fixes: changed-suite failures fixed, over-budget Retry-After never replayed, native Chat path covered, same-key retry hold that keeps key rotation working. Translated locale docs were dropped (English source updated). Thanks @adaurban!
