docs(site): chrome, nav parity, and rule-14 cleanup - #90

- Nav parity with the sibling sites: rename "Tutorial" to "Chapters" and drop the extra "Prerequisites" nav item (its page stays, reached from Examples), matching Chapters | Examples | Bibliography | GitHub. - Rule 14: remove the /plans/iteration-plan roadmap links from the footer and the part-index "coming soon" callout; set the plans collection to output: false so internal planning docs no longer render. - Voice: recast every em dash in chrome (title separator to a middot, layout and include comments, index stat labels, the examples-page description and its legend marker). bibliography.md and the examples matrix table already match the sibling shape; no content changed, only punctuation and the not-applicable legend glyph. validate_site.py clean; voice-scan 0 ban-tier; Jekyll build green; /plans/ gone.

Aligns CNDP's chrome with the sibling sites and clears rule-14 leaks.
What changed
/plans/iteration-planroadmap links from the footer and the part-index "coming soon" callout; set theplanscollection tooutput: falseso internal planning docs no longer render to the site or sitemap.<title>separator → middot, layout/include comments, the three index stat labels, the examples-page description, and the examples-matrix legend marker—→✗, legend updated to match).Content preserved
bibliography.mdand the examples-page matrix already matched the sibling table shape, so only punctuation and the not-applicable legend glyph changed; no entries or rows removed. The Prerequisites page itself is untouched.Verification
