Administrator corrections now start with batch correction and recurring misread aliases enabled, while retaining the preview and unchanged-plate safeguards. Long tag menus stay within the viewport and scroll through every tag in the records table and image modal.
Add an optional State/Country column in Settings → General, disabled by default. Operators and administrators can enter a value manually or select a previous entry; values are shared by reads of the same effective plate, validated, audited, and indexed for case-insensitive suggestions. The idempotent migration adds nullable plate metadata without populating values from OCR.

Validation: local production build; full suite with 1,340 passing tests and 9 skips; final focused regression checks; Community sanitation; PostgreSQL migration replay, persistence, audit rollback and query hydration; browser checks for tag scrolling, correction defaults, settings visibility, manual entry and saved-value reuse. CI release gates must pass before merge.
