feat(vector): Upgrade to 0.58.0

Description

Upgrade Vector to version 0.58.0.

In #1644, the commit hash of the Vector repository was not updated and therefore version 0.55.0 was still installed:

$ docker run -it --rm oci.stackable.tech/sdp/vector:0.58.0-stackable0.0.0-dev vector --version
vector 0.55.0 (x86_64-unknown-linux-gnu)

boil build <IMAGE> --image-version <RELEASE_VERSION> --strip-architecture --load
kind load docker-image <MANIFEST_URI> --name=<name-of-your-test-cluster>

See the output of boil to retrieve the image manifest URI for <MANIFEST_URI>.
