What changes

backend/domains/sandbox/spec.md stated SBX-R17 twice:

So tests/guards/domain-specs.guard.test.ts fails on main ("SBX-R17 is stated twice: IDs are unique and appended, never reused"), and with it every branch's checks.

Spec IDs are appended, never reused, so the rule that landed first (#4560) keeps SBX-R17. The agent-worker slot rule becomes the next free ID, SBX-R21. The tests and the tasks spec sentence that name it follow, each found with git blame against #4603.

Verification

  • tests/guards/domain-specs.guard.test.ts: 15/15 pass (it failed before).
  • Only rule IDs in test titles and spec text change; no behaviour changes.

Two pull requests landed the same sandbox rule ID, SBX-R17, so the domain
spec guard failed on main. The rule that landed first keeps SBX-R17 (a
workspace outlives its sandbox); the agent-worker slot rule becomes SBX-R21,
with the tests and the tasks spec that name it.
