Cancelled merge-group validations can leave required summary jobs queued indefinitely. Extend the existing guarded finishing command to the seven known validation workflows, using immutable source profiles and complete job graphs; collapsed matrices are accepted only when their pinned prerequisite proves they could not run. A source drift guard requires explicit profile review when current workflows change.
Validation: 237 tests / 1,784 assertions; strict scoped TypeScript, type-aware lint, formatting, full scoped SAST, manual coverage, and rendered recovery instructions pass. Prior policy refusal controls are retained. A source-bound native canary on the historical CLI workflow completed/cancelled after one guarded finishing request; all seven native jobs were read back terminal. Hosted CI completion is not claimed.
