Claude can report a terminal HTTP 403 because its organization disabled subscription access. The broker previously received no account feedback, so the next bounded retry could select the same refused account and consume the task's start budget.
Recognize only the exact Claude terminal provider envelope, retain its typed classification across checkpoint recovery, and cool the selected organization/account for one hour in both task and workflow hosts. Other accounts remain usable; generic 403s, ordinary quoted output, other harnesses and static credentials do not trigger this hold. HTTP 429 retains its existing 60-second policy, longer holds are preserved, and retry/circuit limits are unchanged. A restored subscription may wait up to one hour before selection resumes; this is bounded recovery, not permanent account quarantine.
Validation: 127 focused tests passed; the canonical real-PostgreSQL
checkBrokerAccountSelectionlane passed 85/85 checks after causal controls failed for missing feedback and the former one-minute hold. Full platform TypeScript, changed-file type-aware lint, formatting, manual/conflict guards, normal commit hooks and full vendored SAST (162 applicable rules across eight production files, zero findings) passed. All tested file hashes survived the disjoint rebase onto current main. The full workspace/hosted graph and deployed provider recovery are separate observations.
