ComparableVersion treats latest as equal to 10.0.0. If solr:latest is cached as Solr 9, this branch selects the Solr 10 cloud command. Solr 9 does not start embedded ZooKeeper from that property, so collection creation fails. (raw.githubusercontent.com)
