feat(work-panel): add tab context menu actions - #1904

Make resource cleanup discoverable while preserving the selected tab. Keep the work panel open after closing all tabs and release Browser resources through the existing close path.

改动覆盖 store（
work-panel-slice）、UI（WorkPanel、ContextMenu）、work-panel-tabs逻辑、i18n 全部 10 个 locale、相关 spec 与 E2E 脚本。说明
这个提交原本直接落在本地
main（518cd7020，父提交是旧的origin/main，落后 46 个提交）。本 PR 把它 rebase 到最新origin/main后走正常流程合入，没有改写原提交的意图或内容。验证
apps/desktoptsc --noEmit通过work-panel-tabs/work-panel/browser-tab-restore：57 用例全部通过docs/scripts/check-docs.mjs（591 页）、check-locales.mjs（86 对）通过node scripts/check-pr-base-main.mjs通过verify:ui:*（未在本次任务中被要求）
