feat(codex): add proof-bound Windows CLI update planning - #7596
Windows CLI inspection can produce a read-only update plan for an explicitly selected standard npm codex.cmd installation whose prefix-local Node, npm, package files and native backing pass held-identity checks.
The plan keeps a stable planId and remains inapplicable with windows_apply_disabled. Direct Windows apply now reports that same reason, and job normalization preserves it. Unsupported layouts and the management API's existing unsupported_store boundary are unchanged.
Stacked on #7586. Head f7e55ab025933722540bceba133660b6cefacb91 incorporates refreshed parent bebc5a94 through a normal merge. Windows Node/npm handles remain held until asynchronous metadata resolution finishes. Bare checks avoid hashing executable bodies; plans still request content evidence. CLI descriptions are aligned in seven locales. Retarget to dev after the parent lands.
This is one part of #2811; Windows installation/apply support remains separate.
Verification
Current head f7e55ab025933722540bceba133660b6cefacb91 is a normal-merge composition of original head 5985f70e, refreshed parent bebc5a94 (current dev0aeaf0cb plus the shared Bun 1.4.4 baseline from chore(test): align Bun runner with the 1.4.4 security baseline #7627), and the shared one-row CI duration-table correction. Child-owned file blobs are preserved.
Runtime and configured test runner are now both Bun 1.4.4.
On this exact head, official Bun 1.4.4, native Windows, bun test --isolate --timeout 60000: tests/codex-integration/codex-cli-windows-plan.test.ts15 passed / 0 failed / 85 assertions, including the published Node CLI production-inspector case; inherited tests/cli/cli-codex-cli-update.test.ts37 passed / 18 platform skips / 0 failed / 289 assertions. Root tsc --noEmit, structure SSOT, skill-surface and scoped static checks all exited 0.
The new duration-table row is a scheduling sample from a successful Bun 1.4.4 integration run, not a measurement of every current parent head.
Dependency inputs are byte-identical across the eight refreshed heads; versus dev only testRunnerBun changes to 1.4.4.
Remaining: native Linux/macOS execution of POSIX-skipped cases, native POSIX apply, other-user and ARM64 behavior. Current-head CI is pending on this head; additional native runs follow sequentially after the first wave. Required maintainer security acceptance remains outstanding.

Plans can include verified package metadata and a plan ID; Windows updates remain unavailable.
Documentation
Updated CLI and runtime guidance to explain supported Windows layouts, read-only planning, and which Windows installations remain unsupported.
Tests
Added coverage for Windows installation inspection, plan generation, and refusal cases.

windows_apply_disabled. PATH-only selection and separate-prefix Node stay
refused; Windows apply remains disabled. The independent

Walkthrough
Windows inspection now supports a restricted standard npm Codex CLI installation layout. The update planner can use its validated evidence to return deterministic read-only plans, while Windows apply remains disabled. Tests and documentation cover the inspection and planning behavior.
The Windows inspection path validates a proof-captured npm codex.cmd selection and observes prefix-local package, Node, npm, and native backing files. Hash-only observations use the shared 1 GiB limit. Tests cover that size limit and the inspection description documents supported and deferred layouts.
The planner accepts validated Windows evidence and queries target metadata under a revalidated Node/npm toolchain. A resolved Windows plan is deterministic but has applicable: false and refusal windows_apply_disabled. Integration tests and documentation cover supported layouts, refusals, and deferred cases.

Stale Windows contract contradicts the new predicate. Update this paragraph.
The PR edits Line 98 but leaves this paragraph unchanged. It still says "On Windows this first slice performs no candidate/configuration filesystem I/O". It says the command "otherwise fails closed". The new inspectWindowsCodexCliPlanInstall path now opens the candidate, package, npm, Node and backing files with held handles. Line 98 of the same file points readers to the new predicate. docs-site/src/content/docs/reference/cli/agents.md Lines 1166-1168 also describe it. This paragraph is the invariant text for check, so the two statements conflict.
Rewrite the sentence to say that Windows performs no I/O for layouts outside the restricted handle-bound predicate. Link to codex-cli-update.md#windows-read-only-plan-predicate.
As per path instructions for structure/**, changing an area obliges a review of every mapped doc, and the doc "states the contract that holds right now".

A bare check now requests the entrypoint, npm CLI, Node and native files metadata-only: the same handles stay open and identity-bound, but zero content bytes are streamed and installContentDigest stays null. The plan path still opts in, so the plan-bound digest and evidence are unchanged.
CodeRabbit review on #7596 comment 4365760303.
The seven localized CLI pages still claimed Windows defers inspection without reading candidates. Align each check paragraph with the English contract: supported x64 npm installs are inspected under reparse-refusing held handles, and a supported Windows install can produce a deterministic read-only plan refused with windows_apply_disabled.

…fusal
A direct applyCodexCliUpdate on Windows misreported windows_inspection_deferred, the check-time code for layouts that cannot be inspected, while the plan path refuses with windows_apply_disabled. Align the guard and add the code to CODEX_CLI_JOB_REASONS so a persisted refusal is not rewritten to job_result_unknown.
