fix(committor): reserve commit IDs during scheduling - #1866
Scheduling now reserves commit IDs in account state and stores them with each intent. Fees use those reservations, and delivery retries reuse them. Chainlink seeds new delegation sessions from DLP state, and size validation becomes a pure calculation, removing the MagicSys adapter and nonce cache.
Partially addresses #1861 and the state-seal bug in #1854. PR #1867 completes the fix by making settlement receipts replayable.
Impact
Committed accounts must be writable, including in CPI callers. Failed delivery leaves work pending so later intents cannot skip a reserved ID. The WIP intent format changes without migrating persisted intents.
Reviewer notes
This PR alone does not make completion receipts replayable; the replication_settlement_recovery scenario needs PR #1867. The stack's receipt coverage uses RedSuite PR #302.

Walkthrough
Magic Program scheduling now reserves commit IDs in writable account state and stores them in intents. Fee calculation and settlement use those IDs. The committor removes nonce-fetching and repair paths, changes handling of unsettled commits, and initializes delegated-account nonces from delegation metadata.

Summary
Committed-account IDs and fee calculation core/src/intent/types.rs, core/src/intent/mod.rs
CommittedAccount carries the reserved account nonce as commit_id. Fee calculation uses that value, errors when it is zero, and charges for IDs above the actual commit limit.
Core adds an RPC-free estimator for commit and follow-up transactions. It checks compute, instruction-data, and serialized-size limits. The committor intake estimator is removed, and the commit-state threshold is re-exported from core.
Scheduling reserves IDs and validates transactions programs/magic-program/src/intent_bundles/*, programs/magic-program/src/utils/*, programs/magic-program/README.md, programs/magic-program/Cargo.toml
Scheduling increments writable account nonces and records the resulting IDs in committed accounts. Fee and commit-limit checks use those IDs. Tests cover rollback, readonly accounts, overflow, and successful reservations.
Task construction and follow-up planning use IDs stored in committed accounts. The committor removes nonce-fetching and cache code, and the validator no longer initializes the MagicSys adapter.
Recovery matches reserved IDs against committed accounts instead of fetching current nonces. Failed unsettled commits retain their outbox, and callback reporting is gated while commits remain unsettled.
Chainlink validates delegation records and metadata at the request view slot, then sets the cloned account nonce from metadata. Tests add metadata fixtures and check nonce values for delegation and ATA/eATA cases.

Full details: Description check
Explanation
The description states that scheduling now reserves commit IDs in account state and stores them with each intent. It also says fees use those reservations, delivery retries reuse them, Chainlink seeds delegation sessions from DLP state, and the MagicSys adapter and nonce cache are removed. These points match the changeset, which removes the magic_sys adapter, the nonce cache, and the fetch_current_commit_nonces path, and adds commit_id to CommittedAccount. It also notes that committed accounts must be writable and that the WIP intent format changes, and both are reflected in the diff.

Release only references acquired by this invocation.
initial_commit_id can join an existing deduplicated fetch through try_get_multi, without acquiring a SubscriptionReason::DirectAccount reference. When contains_account is false, this block still releases that reason for the delegation record or metadata PDA. It can therefore remove the active fetch's only reference, unsubscribe the account, and lose subsequent account updates.
Change this block to release only direct-account references acquired by this invocation. Use ownership information from the fetch result or provider API, not Engine account presence.

Scheduling previously used the leader's cache and RPC-backed MagicSys adapter
for commit allowances, fees, and size validation. Execution then allocated IDs
separately and could renumber a rejected attempt. These inputs are not shared
by followers and can change between scheduling and delivery.
Reserve the next commit ID in each committed account during scheduling and
persist it in the intent snapshot. Require writable committed accounts, reject
overflow, and keep reservations, fees, and MagicContext updates in the same
transaction. Preserve the existing fee amounts and allowance boundaries while
counting accepted work that has not reached the base chain yet.
Initialize new delegations from slot-matched, authenticated DLP record and
metadata accounts before activation. Apply the same initialization to ATA/eATA
projections. Engine materialization rules preserve existing local reservations;
a new delegation generation gets its own nonce. This adds metadata reads when
materializing a new delegation, not a scheduling-time RPC call.
Build settlement tasks with their reserved IDs and remove allocation, cache
invalidation, and retry-time renumbering. Keep delegation-session validation and
base-account reads for diffs. Resolve recorded attempts before resending and
retain unsettled outboxes after delivery failure. Existing bounded retries and
account poisoning prevent later work from skipping an unfinished reservation.
Do not report unfinished commit actions as terminal failures.
Move the size estimate into core, using the effective validator identity,
deterministic placeholder keys, and unsigned message sizing. Preserve CU and
wire limits, buffer estimates, and the v1/v0 alternatives. Remove the obsolete
MagicSys adapter, commit-ID wrapper, nonce cache, cache-only tests, and metrics.
Compatibility: committed accounts must now be writable, including in CPI
callers. The WIP serialized intent/outbox format gains a reserved commit ID;
this change does not migrate previously persisted intents.
Extend existing coverage for reserved IDs, pending failures, session changes,
and ATA projection. Add an Engine-backed transaction test proving rollback,
deduplication, consecutive reservations, readonly rejection, and overflow.
Validation: cargo fmt --check; cargo check --workspace --tests;
cargo clippy --workspace --all-targets -- -D warnings;
cargo test --workspace (518 passed, no failures or ignored tests).
RedSuite and full settlement replay qualification have not been run.
First step toward #1861 and #1854. Replayable receipts and removal of the global
validator keypair remain separate follow-up changes.
Add a CHECKPOINT explaining that fresh delegations start at zero and existing local accounts preserve their reserved commit IDs. Keep the metadata lookup for now and describe the recovery scenario where a nonzero initial value could matter.
Documentation only; validated with cargo fmt --check and git diff --check.
The initial commit-ID lookup only needs a point-in-time record and metadata pair. Its previous fetch path acquired DirectAccount subscriptions, then inferred whether to release them from local account presence. A concurrent lookup could join another fetch without acquiring a reference and release the subscription owned by that fetch.
Fetch both PDAs in one RPC batch at or beyond the clone request view slot. Retry a lagging RPC node within the existing companion-fetch bounds, preserve the delegation session and authority checks, and avoid subscription acquisition and cleanup in this lookup. Keep the older delegation-record lookup unchanged for separate review.
Add a regression test that advances a lagging RPC node, checks the paired response slot, and verifies neither PDA gained a subscription. Validated with cargo fmt, cargo check -p magicblock-chainlink --tests, and the focused cargo test fallback because nextest is unavailable.

What changed
This PR alone does not make completion receipts replayable; the
replication_settlement_recoveryscenario needs PR #1867. The stack's receipt coverage uses RedSuite PR #302.
