The read-only deployment observer previously collapsed every retained-state failure into one generic inventory phase. It now identifies state-directory custody, configuration journals, client/receipt inventories, receipt custody/schema and target identity with fixed authored summaries, preserving all checks and excluding private payloads.
Validation: nine causal failures before the change; 88 observer tests and 1,829 assertions now pass. CLI lint/typecheck, manual-reference gate (1,243 boxes), normal commit hooks and 162 applicable vendored SAST rules on both changed production files passed. Independent source review accepted the four-file change. No deployment or retained-state mutation is included.
