The to-main-5 run (#681) failed only in the Windows native job: fleet_accounted::accounted_local_and_peer_keep_frames_controls_and_eof timed out after 20 s waiting for the owned EOF.

On Windows the fixture launcher runs its Python fake inside a kill-on-close job. When Fleet terminates the launcher after stop_grace, the fake dies too, and it can't log EOF if it hasn't already. This test stopped two streams in parallel with a 100 ms grace. tests/fleet.rs makes the same EOF assertion with 500 ms and passes on Windows CI, so this aligns with it. Production keeps its 1 s default.

Linux: both fleet_accounted tests pass. Windows cross-clippy for client/core passes; fmt is clean. The Windows runtime result comes from the next to-main-5 run.

The to-main-5 Windows native job timed out waiting for the owned EOF:
the fixture launcher's job ends its Python fake together with the
launcher, so a 100 ms grace across two parallel streams can kill the
fake before it logs EOF. tests/fleet.rs uses 500 ms and passes there;
production keeps its 1 s default.

#684's longer stop grace did not fix the Windows native job: the owned
EOF never arrives there at any grace. The desktop starts the accounted
Fleet only on Unix (src-tauri commands.rs); Windows keeps Fleet::start,
whose stream EOF tests/fleet.rs covers and which passes on Windows. Gate
the file like its production caller and restore the author's 100 ms
grace. The Windows accounted stop path is tracked separately.
